El juego muestra varios aspectos de la Gestión de la ciudad, desde varios puntos de vista. Jugador se preocupa de los problemas de las ciudades modernas: la contaminación del tráfico, y los recursos naturales (riego, electricidad), así como los presupuestos y los impuestos. Para los jugadores jóvenes que juegan en serio, este juego también se hace para leer y comprender gráficos, como la hoja de cálculo de datos con formato.
Este juego tiene una desventaja importante: Se requiere mucho tiempo. Es un juego que los jugadores tienen que jugar en casa, nunca en la escuela.
